According to the Tobacco Control Laws website, there are currently no legislative acts in Russia prohibiting the sale of electronic cigarettes to anyone. This means that technically, anyone can buy a vape pen in the country. However, there have been ongoing discussions and legislative initiatives to regulate the sale and use of these devices.

In 2020, the Russian government passed a law banning the sale of nicotine-containing products, including electronic cigarettes and vapes, to minors. These products are now equated to tobacco products and are prohibited from being used in public places, sold to minors, and advertised. This law brings the regulations surrounding e-cigarettes closer in line with those of traditional tobacco products.

Despite this legislation, there are still many unanswered questions surrounding the legality of vape pens in Russia. Vendors have reported conflicting information from government officials, with some saying that the devices are legal and others claiming that they are not. As a result, some retailers have stopped selling e-cigarettes altogether, while others continue to operate without issue.

Each e-cigarette consists of an atomizer and a battery pack. They can have both a non-separable design and be sold separately. The main working part of each cigarette is the atomizer. A e-liquid is filled into the atomizer. When heated, it changes from a liquid state to an aerosol; this is steam. And then the subtleties begin.

The atomizer can be of two types: serviced and unattended. Maintenance-free has a replaceable evaporator inside, wholly replaced when the resource is exhausted. The replaceable evaporator contains a coil and cotton. Usually, the period is from one week to one month. Serviced atomizers are distinguished by the fact that the coil and cotton replacement must be done independently.

All variants of an e-cigarette work on the same principle: a heating element, a atomizer within the cartridges, and a battery pack. The liquid for all vape pod kits is used the same in composition; the proportions of the components included in its composition can only differ. The battery pack can be of several types: mechanical (no electronics) and electronic (there is a control board). Electronic ones are more common, as they provide many settings and are entirely safe to use.

Depending on the type, power, connection scheme, capacity and the, current strength of the batteries, and type of atomizer, a different amount of steam is obtained per unit of time. There are low-power disposable vape that mimic a cigarette puff. And there are high-power assemblies that give a massive amount of vapor. But the principle of operation is always the same – vapor is created as a result of the evaporation of a liquid.

What is in vapour and liquid

The vapour is generated from a special vaping liquid that includes vegetable glycerin (VG), propylene glycol (PG), flavours and nicotine (optional). PG and VG are added in different proportions. Glycerin gives a lot of snow-white vapour and is quite thick enough to have time to get on the coil in some devices. Propylene glycol makes the liquid more fluid and serves as a solvent for the flavours and nicotine in the composition.

Food flavourings are used to add flavour and aroma to the steam. They occupy the composition of 5 – 20% of the total volume of liquid. Nicotine is not always used, but only in cases where it is necessary: switching from smoking to vaping. This substance can be addictive, so it should not be used unnecessarily.

Vape or cigarette

To understand the difference between the two, let’s compare the vapour created from traditional tobacco and e-cigarette:

Tobacco: carbon monoxide, tar, soot, nicotine, toxins, carcinogens, heavy metals.

E-cigarette: none of the above, except for nicotine, while the heavy metal is included.

So the answer to this question should be obvious. Vaping is much safer than smoking. E-cigarette has been around since 2003 and has been widely sold worldwide since 2008. During this time, there have been no deaths and no severe illnesses caused by electronic cigarettes.

The most that happened was an exacerbation of chronic bronchitis in a heavy smoker from Ohio, who soared like a vape locomotive without stopping smoking. Except for this well-known case, there were no other high-profile cases.

Sometimes the batteries exploded, but during the trial, it always turned out that the fault was in the improper operation of the products and incorrect calculations of the power and capacity of the batteries. But these only link to the old-time vape box, no such problem regarding the vape pod or disposable vape today. Whether it is worth banning the sale of vapes to minors or not is up to each owner of a vape shop (in Russia) to decide. There is no law regulating its sale and circulation in Russia in 2018.

Of course, minors using vape kits are extremely bad, and most vape shops understand this and do not sell devices or liquids. Prohibit its sale or not, but to limit the use of electronic cigarettes, as well as tobacco and alcohol, until the children reach the age of majority, their parents should – then no one will have such questions.
